HUD Approved Housing Counseling Agency

The Housing Authority of the City of Fort Myers (HACFM) received its certification status in March of 2008. This approval expands HACFM portfolio of services rendered to our families and the community to help prepare them for the "American Dream" to become a first-time homebuyer. The HACFM is listed on the US Department of Housing and Urban Development (HUD) website ( You will find a total of six services we offer: Financial Management/Budget Counseling, Mortgage Delinquency and Default Resolution Counseling, Pre-purchase Counseling, Rental Housing Counseling, Financial, Budgeting, and Credit Workshops, and Pre-purchase Homebuyer Education Workshops.

HUD's purpose for permitting agencies and organizations to provide housing counseling is to ensure low and moderate-income families are knowledgeable and understand the process of pre-purchase, post-purchase and maintaining a home.
On December 23, 2004 (69 FR 77118), Department of Housing and Urban Development (HUD) published a proposed rule that would establish regulations for its Housing Counseling Program is authorized by section 106 of the Housing Urban Development Act of 1968 (12 U.S.C 170 1x0 (Section 106). Section 106 (a) authorizes HUD to provide or contract with organizations to provide "counseling and advice to tenants and homeownership." Furthermore, section 106 authorizes HUD to provide counseling directly or to enter into a contract with, or make grants to, and provide other types of assistance to eligible private or public organizations (including grassroots, faith-based, and other community-based organizations with special competence and knowledge in providing housing counseling to low and moderate-income families.

Under HUD's Final Rule for Housing Counseling Certification effective January 13, 2017, the HACFM's Housing Counseling Work Plan must be updated to reflect the new requirements. Under this new rule, our agency will be providing homeownership counseling (pre-purchase, post purchase non-delinquency, and mortgage delinquency/default resolution. Topics will include the decision to purchase a home, the selection and purchase of a home, issues arising during or affecting the period of ownership of a home (including financing, refinancing, default, and foreclosure and other financial decisions) and the sale or other disposition of a home.
